Right now, I am a 14.4, therefore I was shocked to learn today that 18+ is considered a significant handicap in an article. I should be closer to the middle, not a few shots off high, in my opinion.

I define high handicap as being so severe that you are not even interested in registering to find out what your handicap is.
You are quite good if you can play bogey golf. Hell, better than average. To be honest, you are playing fairly well if you can score 90 on a 72-rated course. Therefore, I would not claim that 18 is a high HCP.

No golfer breaks 100 on a typical round. Take that in.

That is something I have rapidly noticed. I shoot about 120 and encounter a lot more folks who are much worse than me than I ever imagined.
